Does it come with a CAL(Client Access License)?

No, Windows Server 2022 Standard edition does NOT include Client Access Licenses (CALs). Although, CALs are required for each user or device that connects to the server, they need to be purchased separately. Unfortunately, we don’t sell Device/User CAL.
